We Got Something Really Good! ...just not sure how it works.

House and Senate lawmakers approved new financial rules this morning. About how the rules will work, Senator Chris Dodd said, "No one will know until this is actually in place how it works. But we believe we've done something that has been needed for a long time."

I wonder if it was a representative I liked, would I be okay with just trusting him/her and whoever else will be implementing the bill, if it gets passed, to do a good, fair, and honest job?

Or would I be as skeptical of the bill as I am now?

I can understand a certain level of uncertainty when implementing new laws, but it seems to me that most laws these days are passed while virtually nobody in all of congress even knows what they do or say. There seem to be a few that have some level of understanding, but most seem to just be doing whatever their majority/minority leader says to do, some just listen to Rahm.
Either way I think the whole process lacks any level of critical thought, it's like they see that something is not working but the way they fix it is by having some "expert" write a new bill, that they then proceed to push through generally based on party line. Do any of them even read the bills? I kinda doubt it.
